Policy makers face the challenge of supporting switching among people who smoke while deterring uptake among those who do not. In an HRC-funded study, Otago researchers tested different on-pack messaging that could be used on ENDS products to achieve these two outcomes.

The researchers found that the messages had a deterring effect on all non-smokers and supported switching among a sub-group of smokers.
